The Partnership Officer reports directly to the Partnership Manager (PM). He/She will support the PM and the Finance Team in the management of Civil Society and Private Sector partners. The officer assists with the approval of partner proposals, oversight of the use of partner funds and building the capacity of partner organizations to achieve programme objectives. The Partnership Officer will work closely with the PM when assessing partners’ operational capacity, developing capacity building plans jointly with the partners and supporting the partners to achieve programme objectives. The Gender Equality, Social Inclusion (GESI) and Safeguarding Advisor will provide technical leadership across all components of the ASTYE Programme. She/He will play a crucial role in developing and implementing ASTYE Gender Equality Social Inclusion & Safeguarding Strategy. She/he will lead on systematic integration of gender equality and social inclusion considerations into strategic, technical and operational processes of the programme, while providing technical support to programme staff and partners to mainstream gender equality and safeguarding across all programme components. The role strengthens inclusive, safe, and equitable access to programme opportunities for young women and men, persons with disabilities, refugees, and other marginalized groups, while embedding robust prevention, reporting, and response mechanisms for safeguarding risk management. The Advisor will work closely with implementing partners, private-sector actors, community structures, and government agencies to uphold a do-no-harm approach and advance gender transformative and inclusion approaches within agri-food systems.
The Youth Empowerment Portfolio Coordinator is a senior position within GOAL's ASTYE program, reporting directly to the ASTYE Program Lead. The Youth Empowerment Portfolio Coordinator will provide technically strong backstopping to Civil Society Organization (CSO) partners primarily implementing the empowerment strategy for youth, women, refugees, and people with disabilities within Uganda's agrifood system. The role encompasses strategic technical leadership, budget management of at least $3 million, increasing the youth voice within agrifood sector through changing social norms, coordinating youth-centered advocacy initiatives at district, regional, and national levels, and ensuring robust monitoring, evaluation, and adaptive management of youth empowerment interventions across 16 program districts in Bunyoro and Tooro sub-regions. Key responsibilities include developing technical standard operating procedures for youth mentoring, managing CSO partnerships, conducting policy analysis and advocacy work, and building capacity among local partners. The role requires demonstrated experience in participatory programming, line management of technical teams, stakeholder engagement with government ministries and market actors, and a strong commitment to safeguarding vulnerable populations while driving systemic change in Uganda's agrifood ecosystem.
The Agrifood Systems Portfolio Coordinator is a position reporting directly to the ASTYE Program Lead. The Agrifood Systems Portfolio Coordinator will lead, facilitate partner management processes and coordinate with multiple partner private sector actors to design and deliver robust, high impact programming and strategies to expand access to critical goods and services, that will culminate into effective inclusion of rural young females and males into productive markets. She/he will be required to apply a wide variety of market development tools and approaches in order to catalyze innovative services and facilitate linkages between market actors (seed companies, agricultural output buying companies, financial service providers and young female and male farmers). The Agrifood Systems Portfolio Coordinator will also be responsible for the empowerment and upskilling of other Programme team members to successfully and seamlessly implement all aspects of the market systems development component, while ensuring timely and accurate reporting. He/She will work closely with the Youth, Financial Services and Skills Development Portfolio Coordinators as part of the programme delivery approach to ensure that 300,000 Rural young women and men are enabled and actively participate in agricultural markets.
The Financial Inclusion Specialist will lead the design, coordination, and implementation of financial inclusion interventions under the ASTYE Program in Kabarole and supported districts. The role focuses on financial literacy, digitization, access to financial services, insurance, value chain financing, and business development services for young women and youth-led agrifood enterprises. The Specialist will work closely with Bank of Uganda, financial institutions, Civil Society Organisations, Business Development Services (BDS) providers, digital platforms, Private Sector Actors, and industry associations to remove systemic barriers and increase youth access to inclusive, affordable, and appropriate financial products.
The ASTYE Program Lead will provide strategic direction and vision for the entire program, managing relationships with the Mastercard Foundation, GOAL's Senior Management Team, and external stakeholders while overseeing program design, implementation, and measurement methodologies. Key functions include guiding agrifood system strategy development, identifying and managing partnerships with government, civil society organizations, and private sector companies, ensuring all operations align with agreed work plans and budgets, and conducting regular coordination meetings to maintain program health. The role requires staying informed of emerging trends in agrifood systems and financial inclusion, exploring new opportunities to leverage impact, overseeing risk mitigation measures, ensuring compliance with funding partner regulations, brand alignment and international quality standards, and serving as the primary point of contact for the Mastercard Foundation and key external partners.
The Agricultural Production and Trade Specialist will lead the design, coordination, and implementation of inclusive, climate-smart agricultural production, aggregation, and market linkage interventions for financially disadvantaged young women, refugees, and vulnerable groups under the ASTYE Program. The role focuses on improving productivity, quality, market access, and income generation across priority agrifood value chains.
The Agricultural Mechanisation and Technical Specialist will lead the promotion, deployment, and capacity building around labor-saving, gender-responsive agricultural technologies, mechanization services, irrigation systems, post-harvest equipment, and digital advisory tools to enhance productivity, climate resilience, and decent work opportunities for young women under the ASTYE Programme.
