Requirements
- Demonstrated experience of at least 5-8 years in energy assessments, market analysis, private sector development, or related assignments;
- Experience in clean cooking, renewable energy, energy access, or related sectors;
- Strong analytical and report writing skills;
- Experience conducting stakeholder consultations and enterprise assessments;
- Experience working with government institutions, development partners, or regulatory agencies;
- Presence or operational experience within Uganda or East Africa will be an added advantage;
- High level of self-motivation, diplomatic tact, and political awareness.
Responsibilities
- Hold inception meetings with GGGI, MEMD, the CCU, and relevant stakeholders;
- Review relevant sector documents, policies, standards, and existing studies;
- Develop an inception report including methodology, workplan, sampling approach, and data collection tools.
- Identify and assess a minimum of 30 clean cooking enterprises operating within Uganda as guided and in collaboration with the CCU;
- Assess company operational capacity, product quality systems, certification readiness, technical capacity, distribution systems, and compliance with relevant standards;
- Identify key gaps and barriers affecting certification and market growth;
- Analyse common capacity needs across enterprises;
- Provide practical recommendations for targeted support and capacity strengthening.
- Review existing and past clean cooking subsidy approaches within Uganda and comparable markets;
- Assess the potential effects of subsidies on affordability, market uptake, private sector growth, and sustainability;
- Analyse risks associated with subsidy mechanisms, including market distortion and dependency;
- Identify suitable approaches for supporting equitable market growth;
- Provide recommendations to guide future market support interventions.
- Present preliminary findings to GGGI, MEMD, CCU, and relevant stakeholders;
- Incorporate comments received during validation;
- Submit final reports and associated datasets, tools, and supporting documentation.
