Job Description

The overall objective of this assignment is to undertake a targeted capacity, and market needs assessment of thirty clean cooking enterprises in Uganda and conduct a market subsidy impact analysis to inform future sector support, certification readiness, and market development interventions within Uganda’s clean cooking sector. To achieve this overall objective, the assignment will assess the operational, technical, and certification readiness gaps among selected clean cooking enterprises operating across different segments of the value chain. The assignment will further analyse common barriers affecting enterprise growth, standards compliance, product certification, market access, and business sustainability. In parallel, the consultancy will undertake a market subsidy impact analysis to examine how different subsidy approaches may influence affordability, market uptake, private sector participation, and long-term market sustainability within Uganda’s clean cooking sector. The assignment is expected to generate practical and evidence-based recommendations that will support targeted enterprise capacity strengthening, inform future market support interventions, and contribute to strengthening Uganda’s clean cooking ecosystem under the mandate of the Clean Cooking Unit (CCU).
