Job Description
The overall objective of this assignment is to conduct preliminary technical, operational, market, and financial pre-feasibility assessments for pellet and briquette value chains in Uganda and develop profile documents to support future programme development, detailed feasibility studies, and sector planning initiatives.
To achieve this overall objective, the assignment will assess feedstock availability, production systems, market demand, supply chains, operational considerations, indicative investment requirements, and enabling conditions relevant to pellet and briquette value chains in Uganda. The consultancy will further identify key barriers, opportunities, sustainability considerations, and practical intervention areas that may support future scale-up of cleaner biomass fuel solutions.
The assignment is expected to generate practical and evidence-based recommendations that will support future programme development, investment discussions, and strategic planning processes for pellet and briquette value chains under Uganda’s clean cooking sector.

Requirements
- Advanced university degree (Masters) in energy, engineering, economics, environmental sciences, business administration, development studies, or a related field.
- Experience:
- Demonstrated at least 5-8 years’ experience in feasibility studies, market assessments, value chain analysis, or related advisory assignments;
- Experience in clean cooking, renewable energy, biomass energy, energy access, or related sectors;
- Strong analytical, financial, and report writing skills;
- Experience conducting stakeholder consultations and technical assessments;
- Experience working with government institutions, development partners, or multi-stakeholder programmes;
- Experience operating within Uganda or East Africa will be an added advantage;
- High level of self-motivation as well as diplomatic tact and political awareness.
Responsibilities
- Hold inception meetings with GGGI, MEMD, the CCU, and relevant stakeholders;
- Review relevant sector studies, policies, standards, market assessments, and related clean cooking initiatives relevant to pellet and briquette value chains;
- Review available information on feedstock availability, market demand, production systems, and existing sector actors;
- Develop an inception report outlining methodology, workplan, and proposed assessment approach.
- Conduct pre-feasibility assessments of the pellets and briquettes value chains in Uganda, covering feedstock availability, production systems, supply chains, market demand, operational considerations, and indicative investment requirements. Identify key barriers, opportunities, implementation considerations, and enabling conditions affecting scale-up of pellet and briquette value chains;
- Assess indicative investment requirements, operational considerations, and sustainability aspects relevant to future sector development;
- Develop practical recommendations to support future feasibility studies, programme development, and sector planning processes.
- Develop two concise profile documents for each of the pellet and briquette value chains in consultations with the CCU; intended for investors, development partners, government agencies, and other sector stakeholder ssummarising key technical, market, operational, and implementation considerations relevant to the development and scale-up of the pellet and briquette value chains in Uganda
- Present indicative opportunities, challenges, and potential intervention areas for each value chain;
- Provide practical recommendations to support future programme development and sector planning initiatives.
- Present preliminary findings and draft profile documents to GGGI, MEMD, CCU, and relevant stakeholders;
- Incorporate comments and feedback received during validation;
- Submit final pre-feasibility study reports and profile documents.
