The Ministry of Revenue (MoR — formerly ERCA) treats online and freelance income exactly the same as any other taxable income — you owe tax whether the client is in Addis Ababa, Nairobi or London, and whether you're paid into telebirr, CBE Birr, a bank account, or routed through a USD-converting intermediary.
Practical rules of thumb for Ethiopian online workers in 2026:
- Get a TIN (Taxpayer Identification Number)at mor.gov.et — free and online. You'll need it for any serious client work, a bank account that holds USD inflows, or formal contracts.
- If you invoice clients directly (not as a PAYE employee), you file as a Category C small-business / self-employed taxpayer if your turnover is below the threshold (simplified presumptive regime). Above the threshold, you move to Category B with full bookkeeping, and at higher turnover Category A applies.
- The National Bank of Ethiopia (NBE) maintains strict forex controls — this matters in practice. USD inflows are subject to surrender rules, Payoneer support is limited inside Ethiopia, and Wise availability is restricted.
